Reporting to: Admin & Finance Manager - DOWNTOWN TORONTO

PROJECT: Ontario Line Pape North Connect - ONLC

Webuild has won a new contract to deliver the Pape Tunnel and Underground Stations section of the Ontario Line and we are currently seeking a General Services Manager

This position is a full-time 100% onsite position at our downtown office.

POSITION SUMMARY

Reports to: Admin & Finance Manager

The General Services Manager plays a critical role in supporting the successful delivery of a large-scale transit infrastructure project. This position is responsible for overseeing site logistics, facilities, procurement of temporary services, site safety support, equipment coordination, and ensuring smooth daily operations across multiple construction zones. This individual acts as a key liaison between construction teams, contractors, vendors, and regulatory bodies to ensure all general services meet safety standards, cost targets, and project timelines.

RESPONSIBILITIES

  • Develop and implement site logistics plans for laydown areas
  • Oversee setup and maintenance of site facilities (trailers, utilities, washrooms, signage, fencing, etc.)
  • Coordinate access control, security measures, and site safety protocols
  • Coordinate deliveries and manage material storage to minimize disruptions
  • Ensure provision and maintenance of temporary power, lighting, water, and other utilities
  • Manage contracts and performance for janitorial, security, waste disposal, and other third-party service providers
  • Support the HSE team in enforcing site safety protocols related to general services
  • Ensure that emergency response equipment and evacuation routes are always functional and accessible
  • Oversee cleaning and waste management to maintain hygienic working conditions
  • Manage site vehicles and construction equipment used for non-core activities (e.g., forklifts, telehandlers, generators).
  • Track maintenance schedules and compliance requirements.
  • Support procurement of general service contracts and supplies.
  • Support administrative functions, including document control and reporting.
  • Monitor service-related expenses, ensuring alignment with project budgets.
  • Work closely with construction managers, engineering leads, and external agencies to align services with evolving site needs.
  • Communicate proactively with local municipalities and transit authorities regarding access, road closures, and community concerns.

QUALIFICATIONS

  • Degree or diploma in Construction Management, Civil Engineering, or a related field.
  • 7+ years of experience in construction logistics, site services, or facilities management, preferably on large-scale infrastructure or transit projects.
  • Strong understanding of construction site operations and transit project complexities.
  • Proven ability to manage contractors, suppliers, and field teams.
  • Excellent communication, Strong organizational and problem-solving skills
  • Familiarity with construction safety regulations and municipal permitting processes.
  • Valid driver’s license; PMP or equivalent certification is an asset.
