Position Overview
Calian is seeking a Senior Integrated Logistics Support (ILS) Specialist to assist our client in the planning, implementation, and oversight of key In-Service Support (ISS) initiatives for a high-profile aerospace project. This role is critical in ensuring effective logistics support planning, risk management, and compliance with Government of Canada standards.
Responsibilities
- Support the planning and implementation of the Technical Problem Management System (TPMS)
- Support the planning and implementation of ISS Performance Metrics
- Support the planning and implementation of the Logistics Support Analysis (LSA) Plan
- Support the planning and implementation of the ISS Configuration Management Plan
- Support the planning and implementation of the Quality Management Plan
- Conduct technical studies to develop supportability strategies, assess options, and evaluate ILS and ISS risks and their impact
- Document the rationale behind recommendations, including performing options analyses where appropriate
- Assess compliance of contractor-generated TPMS, LSA, ISS Configuration Management Plan, and Quality Management Plan deliverables against requirements, standards, and timelines
- Review and analyze the TPMS and its implications across all ISS systems
- Provide subject matter expertise on ISS and ILS contractual clauses, intellectual property, and terms and conditions
- Provide expertise on ILS standards, industry best practices, and their application within the project
- Review and provide recommendations on all Contract Data Requirement Lists (CDRLs), including TPMS, training, weapon system engineering, EIE, publications, maintenance, obsolescence, support readiness, airworthiness, and cybersecurity
- Ensure working group discussions and meetings adhere to contractual obligations
- Liaise with performance management stakeholders to support performance metrics implementation
- Prepare and review documents and communications as required using tools such as DOORS and RDIMS
- Provide advice to the Technical Authority (TA) in areas such as training, weapon system management, maintenance management, logistics support management, continuing airworthiness management, in-service support contracting, design change, and configuration management
- Advise the TA on the impact of airworthiness policies on ILS activities
- Attend technical review meetings as directed by the TA
- Provide additional ILS Specialist services as required by the TA
- Support technical review of Master Data to initialize the Defence Resource Management Information System (DRMIS)
- Support the Training Centre Initial System Readiness Verification (ISRV), ensuring alignment with performance and configuration management plans and identifying lessons learned
- Support the review of the maintenance program and provide recommendations to improve efficiency
- Support the review of IETM quality and validate using the EIE-004 DRMIS Database
- Support the planning and implementation of the Reliability, Availability, and Maintainability Management Plan (RAMMP)
- Support the transition of responsibilities from ILSM to the WSM organization
- Support the implementation of ISS plans and processes during transition
Qualifications
- Valid Government of Canada Secret clearance
- A university undergraduate degree in Engineering from a CEAB-accredited program, or a minimum of ten (10) years of experience working as an Engineer
- Demonstrated experience working with airworthiness policies
- Experience attending and contributing to technical reviews
- Experience creating, developing, or implementing a Technical Problem Management System
- Experience developing, implementing, or managing a performance-based ISS contract with a performance award fee on a contract valued at $50M or more annually
- Experience in the management of intellectual property
- Experience leading or contributing to the implementation of a Quality Management Plan
- Experience leading or contributing to the implementation of an ISS Configuration Management Plan
- Experience leading or contributing to the implementation of LSA using S3000L
- Experience preparing technical RFP materials such as specifications, SOWs, DIDs, and CDRLs
- Experience providing subject matter expertise to a Technical Authority
- Experience reviewing technical deliverables for compliance
- Minimum of five (5) years of experience in at least four (4) of the following: weapon system management, maintenance management, logistics support management, continuing airworthiness management, in-service support contracting, design change, or configuration management
- Minimum of one (1) year of experience using DOORS
- Minimum of three (3) years of experience in the past ten (10) years providing direct support to a Capital Asset Acquisition Project with a Complexity and Risk Level 3 or 4 and a value over $100M
- Minimum of two (2) years using DND AF9000 Plus or ISO 9000 series Quality System standards
