The Position:

Reporting to the Vice President, Risk and Chief Actuary, the Research and Policy Actuary helps lead the research, planning, and effective execution in support of advocacy efforts and the development of best practices related to the industry’s interests in national / international regulatory capital requirements and reinsurance. They may also provide actuarial support on accounting, risk and pension files.

What you will be working on:

• Provides support to committees and various working groups related to capital and reinsurance files, working closely with members and other stakeholder groups to build consensus on industry policy positions. This includes facilitating and managing the working groups and/or the Capital Adequacy and Solvency Committee.
• As needed, an in conjunction with other CLHIA staff, will research and advise on actuarial matters impacting accounting, pension files, financial reporting, and risk portfolios.
• Develops and maintains favourable relationships with industry players, both within CLHIA’s membership and other industry-related "allies" or advocacy partners/stakeholders, relevant to pursuing the industry's policy interests with government and regulators. This includes key players in standard setting bodies (Canadian Institute of Actuaries (CIA) and the Society of Actuaries (SOA)) and advocacy groups such as the Global Federation of Insurance Associations (GFIA).
• Contributes to a favourable regulatory/legislative environment by supporting the preparation of appropriate written submissions or other communications to advance industry positions.
• Participates on CIA and SOA committees and the GFIA working group on capital and reinsurance to keep abreast of emerging developments and to influence the development of standards and regulations in Canada and internationally. Maintains awareness of developments from other international bodies including the IAIS and the FSB.
• Maintains an in-depth understanding of the environment, domestic and international, affecting member companies. Compiles data and completes analyses to demonstrate the implications/impact of legislative, regulatory or standards changes on the industry and develops and implements action plans to address industry concerns, including preparing related member communications.
• Contributes to corporate governance such as preparation of briefing materials for Corporate Services Standing Committee, member communications and other internal and external initiatives.
• Contributes to a favourable image of the life and health insurance industry as a subject matter expert for capital and reinsurance files by effectively communicating and promoting the industry’s interests with stakeholder groups, government, and regulatory bodies. Represents the CLHIA in public forums to ensure industry’s policy positions are advanced and participates in speaking engagements/presentations and public forums to increase awareness and raise CLHIA’s profile.

What you will bring:

• Bachelor’s degree in a related field
• Fellow of the Canadian Institute of Actuaries (FCIA), Fellow of the Society of Actuaries (FSA) or fellow of an internationally recognized actuarial association, or Associate of the CIA/SOA with extensive professional experience
• Progressive experience in actuarial positions with a life or, health insurance/reinsurance company
• Proven experience with actuarial valuation, pricing, capital management, risk management, finance or financial reporting
• Project management experience and/or industry consulting experience an asset
• Sound practical knowledge of business and actuarial principles and practices, capital regimes, financial reporting standards, and reinsurance practices
• Experience working in a team setting, with committees and ability to facilitate groups and project teams
• Strong organizational, management and conciliatory skills with proven experience to lead group work and champion change
• Excellent communication skills (verbal, written, presentation); ability to explain complex concepts in plain English. clear writer with the ability to produce high quality briefing materials and the ability to effectively communicate with individuals at all levels within and outside the organization
• Able to develop and manage stakeholder relationship at different levels from member companies, government and regulatory bodies, and other stakeholders (i.e. industry associations and other professional groups)
• works well with committees and project group settings and can build consensus among diverse stakeholders with competing interests
• Proven ability to assess and manage varied and complex operational and policy issues requiring analytical problem solving, pragmatic decision making and research skills
• Must be hands-on and able to multi-task with limited support staff
• Working knowledge of French would be an asset
